Charles W. Weaver J.D.
Executive Director

Charles W. Weaver J.D. became the Executive Director of the Starke County Development Foundation in 2005. He brought with him 33 years experience as an attorney with practice concentrations in real estate, corporations, business, government, regulatory law, banking, and public bonds. Mr. Weaver holds a Bachelor of Arts degree from Purdue University and a Doctor of Jurisprudence from Indiana University, Bloomington. Mr. Weaver was a 20-year member of the Board of Delegates of the Indiana State Bar Association, member of the Indiana Bar Foundation and served on various committees for the Indiana Continuing Legal Education Foundation. Mr. Weaver holds course certificates issued by the International Economic Development Council. Mr. Weaver serves as a member of the Managing Board of the Northwest Indiana Forum, the Board of Directors of the Indiana Economic Development Association and Indiana Economic Development Foundation, and is a member of the Board of the RDC located in Valparaiso, Indiana.

Ronald D. Gifford
Special Projects Coordinator

Ron Gifford has worked for the Foundation as Special Projects Coordinator since 2008 after a law career of 32 years. In addition to his duties for the Foundation, Mr. Gifford serves as Director of the Starke County Initiative for Lifelong Learning (SCILL) and as a Business Advisor for the Indiana Small Business Development Center, serving businesses and entrepreneurs in both Starke and Pulaski Counties.

Lisa Dan
Administrative Assistant

Lisa Dan has served as the Administrative Assistant of the Foundation since 2006. Lisa has over 25 years experience as an office administrator in the public, non-profit, and for-profit areas. Lisa brings to the office her unique organizational abilities. She understands the vision, is able to design its processes, and causes implementation to its ultimate end. Anyone contacting the Foundation can be assured their requirements will be received, understood, and implemented.

Tammy Bailey
Financial Officer

Tammy Bailey has over 30 years experience as an auditor and as an accountant for business entities, not-for-profit organizations, and units of government. Tammy functions as the financial officer for the Foundation and its wholly controlled affiliate, Starke County Initiative for Lifelong Learning (“SCILL”).
